Open Letter to Prime Minister of India Shri Narendra Modi ji

BEING CHOWKIDAR IS GOOD BUT WHAT YOU CAN DELIVER TO HUMANITY IS REVOLUTIONARY, JUST CONSIDER!

Respected Sir,
This communication can change the world for all times to come.  और मोदी है तभी ये मुमकिन है।  (And because Modi is there so it is possible).

Sir, you have been a very Effective, Faithful, Honest CHOWKIDAR and a Visionary leader, one of the greatest Statesmen to earn friendship with countries all around the world. You have proved to be the Messiah for the poor segment of our country sincerely following the philosophy of ‘Sabka Saath, Sabka Vikaas’,  and a tireless worker. But Sir what you and only you can do for humanity has not found place in your work plan yet. 
  
Sir, there is a fundamental difference in working of a Government Minister and a CEO of private sector. I say it with authority as I have been one (CEO).  The Minister is a good SPENDER whereas a CEO is a good EARNER. The Minister spends out of ‘Unearned’ Tax money whereas a CEO has to EARN and give commensurate return to his boss – the Entrepreneur, from the resources he is provided with. Let us give CEOs to the nation now!

Out of my deep research of years on working of Government very critical facts have come to my knowledge, namely

  •   Central and State Governments share among themselves various kinds of Natural Resources and Concrete and Financial assets built over and accumulated  since the beginning of civilization and being added every year.  BUT THE GOVERNMENTS DO NOT KNOW THE IMMENSE VALUE OF THESE ASSETS WHICH IS IN TRILLIONS OF DOLLARS. (Imagine the value of 32.86 lakh sq km of land, or forests, a renewable asset, on over 7 lakh sq km, or the largest network of railways, or the largest network of highways and so on). Government produces two documents - Budget and GDP. Budget is statement of Revenue and Expenditure; GDP is statement of value and goods produced in a given period. Neither of these or even Economic Survey reflect value of assets of the nation.
  •  The Government should have been earning revenue by producing Goods and Services from these Resources and Assets to generate revenue for welfare of their people directly or by leasing them to private sector. But they have taken the easy course of extracting Taxes from their hapless subjects.  Government is earning a  miniscule of income – 3 lakh crores in 2019-20 budget estimate, from the humongous amount of resources at its disposal.


3.    At this stage I do not want to take your time in discussing basic reason behind this anomaly. What I want to state is that I have found a Methodology to evaluate all natural resources and concrete and financial assets.  (I have described these assets on my blog). This methodology shall facilitate evaluation of all assets and resources of each and every village, town, city and metro of the country (6.58 lakh Geographical Entities as per 2011 census), both in public and private domain.  The Methodology shall facilitate knowing value of assets that every Ministry owns and controls. It shall facilitate knowing Net Worth of the Nation by enlisting all Assets and Liabilities of the nation in the form of a Balance Sheet.  Balance Sheet is the basic guide for every commercial enterprise but Governments do not make it or have not been able to make it though several attempts have been made by many countries in the past.

4.    Once value of resources at the disposal of Ministries is known then the second logical step would be to ask the Ministers and bureaucrats of each Ministry and States how to earn commensurate revenue from the resources at their disposal. In case of need of new ideas,  CEOs of Commercial Enterprises can be appointed through competition between various aspirants and appointing the ones who give most practical and most paying people friendly plan.

5.     I shall start writing letters to each one of our Ministers through my blogs, pointing out to them the huge stock of assets they possess and exhorting them to earn  revenue from the assets to meet their revenue expenses in the first instance. A transformation from SPENDERS to EARNERS.

6.    With the increase in revenue from assets pressure on taxes and borrowing shall start reducing. And a day shall come when there shall be no need of tax revenue and borrowing. In due course country shall be transformed from being a Borrower to a Lender. I am ready with my work plan but I know how the Government works. I do not see that I shall get an audience for presentation of my Methodology for computing value of assets and a plan to earn revenue from them. Therefore, I shall start writing blogs on the subject highlighting how our Ministries owning assets of Lakhs of crores can start earning revenue doing away with funds from budget. May be one day I shall be lucky to have an audience with you, Sir !
